As described in Part 4, private nonprofit organizations may act as the subapplicant for HMGP if they own or operate a private nonprofit facility.[287] A qualified conservation organization as defined in 44 CFR § 80.3(i), is the only private nonprofit organization (that does not own or operate a nonprofit facility) that is eligible to apply for acquisition or relocations for open space projects.[288]
