Закон Роберта Т. Стаффорда про ліквідацію наслідків стихійних лих і надання допомоги в надзвичайних ситуаціях частково говорить про це: «Усі запити на оголошення президентом масштабного стихійного лиха подаються губернатором постраждалого штату або території, або вождем племені».
