Authorized Equipment List
The Authorized Equipment List (AEL) is a tool for emergency managers, first responders and homeland security professionals. It contains approved equipment types allowed under FEMA’s preparedness grant programs.

The Authorized Equipment List consists of 21 equipment categories, further divided into sub-categories and individual equipment items. Note that this list only includes equipment types, not commercially available products.

A standoff chemical detector based upon active laser-based interrogation of targets from a distance using an unconfined laser beam. The laser-target interaction produces a spectral signature denoting the chemical composition of the target. Chemical materials exhibit unique spectral signatures.
Depending upon the technology, units may be mature or in the prototype form. These include, but are not limited to, standoff Raman Spectroscopy, Laser Acoustics, Laser Photothermal Imaging and Spectroscopy, and Laser Photofragmentation. Only bulk quantities of chemicals in plain view have been successfully detected.

High volume fans used for the dispersion of gases and vapors and facilitated evaporation of liquids with sufficient vapor pressures.
Emergency/Expedient Decontamination Kits are utilized for for hybrid decontamination approaches to minimize the use of water and the resulting runoff during incidents. These kits typically utilize absorbent towels, micro-fiber towels or mitts impregnated with activated charcoal and other emerging technologies that support hybrid decontamination procedures.
Equipment/containers used to provide overpacking capability for collected samples at a contaminated scene.
Solutions used for physical removal and/or chemical degradation of a threat substance.
Absorbent wipes used for either individual or technical decontamination to removing bulk solids and liquids from human skin or surfaces prior to other means of decontamination.
Decontamination solutions for removing bulk solids, liquids, and residues from personal protective equipment and other personal equipment.
Decontamination solutions/wipes designed for use with sensitive material such as communications equipment or electronics that would not diminish the integrity of the equipment via short circuits.
Applications, systems, and services utilizing artificial intelligence design and algorithms to support enhanced threat and security capability,decision making and modeling, operational optimization, or task automation. May be implemented on local hardware, internet-based, or a hybrid. May also be provided as Software As A Service (SAAS, see 04AP-11-SAAS).

The Standardized Equipment List
The Interagency Board provides subject matter expertise on equipment used by first responders and other emergency management professionals. They maintain the Standardized Equipment List (SEL), which has most of the equipment types listed on the Authorized Equipment List.
- The numbering scheme for individual items on the Authorized Equipment List provides direct cross-referencing with the Standardized Equipment List.
- The Standardized Equipment List has relevant standards, training requirements and operating considerations for many of the equipment items.
- A link to the Standardized Equipment List will appear on each equipment item page.
The SAVER Program
The System Assessment and Validation for Emergency Responders (SAVER) program produces market survey reports that provide operating information on individual commercially available items.
- Most equipment items have reports.
- The program site uses the same item numbers as the Authorized Equipment List and a link to their site will appear on each equipment item page.
