In Fiscal Year (FY) 2024, SSP-A provides $300 million to non-federal entities for services associated with noncitizen migrant arrivals in their communities.

Overview

The Shelter and Services Program (SSP) is administered by the Federal Emergency Management Agency (FEMA) in partnership with U.S. Customs and Border Protection (CBP). SSP provides financial support to non-federal entities that provide humanitarian services to noncitizen migrants following their release from the Department of Homeland Security (DHS). FEMA released the Fiscal Year (FY) 2024 Shelter and Services Program - Allocated (SSP-A) Notice of Funding Opportunity (NOFO) on April 12, 2024, announcing SSP Round 1 funding totaling $275 million in allocations. An amended version of this NOFO was released on August 28, 2024, for FY 2024 SSP-A Round 2 funding announcing $40,874,482.14 in allocations.

Eligibility

Applicants identified in the Round 2 allocation table in Section B.1 of the amended SSP-A NOFO are the only eligible entities to submit SSP-A Round 2 funding amendments.

Applicant Eligibility Criteria

Each eligible applicant may submit one SSP-A Round 2 funding amendment. Eligible applicants must demonstrate capacity, either internally or through a partnership, to carry out each SSP allowable activity they propose funding for in their application. Funding will not be provided to an applicant that charges any noncitizen migrant for services.

Subapplicant Eligibility Criteria

Under the amended FY 2024 SSP-A NOFO, eligible subapplicants may apply to and receive subawards from more than one non-federal entity that applies for and receives an SSP-A award directly from FEMA. Subapplicants must work directly with an eligible SSP-A applicant to be included in an application. Subapplicants must have capacity to perform each SSP allowable activity that the applicant(s) proposes they will perform. 

Funding

In FY 2024, the total amount awarded under SSP-A is $300 million. Of that, $275 million was distributed in the SSP-A NOFO, and the remaining $25 million and any unclaimed SSP-A Round 1 funds were distributed in the amended SSP-A NOFO. The total allocated in the amended SSP-A NOFO was $40,874,482.14.

Allowability

Services are only allowed for noncitizen migrants following their release from DHS. Allowable costs and services must meet the following criteria: 

  • Primary Services include shelter, food, transportation, acute medical care, personal hygiene, and labor for primary services. At least one primary service is required for all eligible applicants.
  • Secondary Services include renovations or modifications to existing facilities, clothing, outreach information, translation services, and labor for secondary services. 
  • Management and Administration expenses are an allowable cost.

Application Process

Eligible applicants need to submit an amendment to their existing FY 2024 SSP-A award. The amendment submission deadline is no later than 3:00 p.m. ET on September 11, 2024. Applicants must submit amendments via FEMA’s Grants Outcomes System (FEMA GO) by the established deadline. For more information on amendment deadlines, see Section D. Application and Amendment Review

FEMA will review applications and amendments for eligibility and compliance with all application requirements in the amended SSP-A NOFO: 

  • Activities proposed are only those identified as allowable in the amended SSP-A NOFO. 
  • The applicant demonstrates their capacity, either organically or through a partnership, to provide each allowable activity proposed for funding. 
  • Proposed deliverables are consistent with the objectives and priorities of the SSP-A.  
  • Project timelines are realistic, attainable, and conform to the performance period of the SSP-A. 
  • Proposed costs are allowable, reasonable, and cost-effective in relation to proposed activities. 
  • The applicant possesses the organic capacity to manage a federal award consistent with federal statutes, regulations, and the terms and conditions of the federal award.
