B.5. Intergovernmental Review

Executive Order (EO) 12372 on Intergovernmental Review of Federal Programs (July 14, 1982) fosters intergovernmental partnership and strengthens federalism by relying on state and local processes for the coordination and review of proposed federal financial assistance and direct federal development. The executive order allows each state to designate an entity to perform this function. If required by state or local law, the applicant must follow the procedures outlined in the state or local intergovernmental review.

Applicants may need to allow additional time for the intergovernmental review process. If an applicant has chosen not to participate in the intergovernmental review process, the application may be sent directly to FEMA.

Applicants should contact the state single point of contact to determine whether the application is subject to the state intergovernmental review process. After confirming the program’s intergovernmental review eligibility, the applicant must indicate if the application is subject to review on SF-424, Application for Federal Assistance.
