Management costs are available under HMGP, HMGP Post Fire, BRIC and FMA.
For the Hazard Mitigation Grant Program (HMGP) and Hazard Mitigation Grant Program Post Fire (HMGP Post Fire), recipients will be reimbursed no more than 15% of the total amount of the award, of which not more than 10% may be used by the recipient and 5% by the subrecipient. Under HMGP and HMGP Post Fire, recipients’ Administrative Plans must include procedures for monitoring and reporting on subrecipient management costs before receiving funding for management costs. For Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA), recipients may apply for a maximum of 10% of the total funds requested in their application cost estimate (federal and non-federal shares) for management costs to support the subapplications included as part of their award. Subapplicants for BRIC and FMA may apply for a maximum of 5% of the total funds requested in a subapplication for management costs. For more information, refer to Part 10.
Additional management costs considerations may be found in the Notices of Funding Opportunity (NOFOs). If any requirements in the HMA Guide conflict with the NOFO, the requirements in the NOFO take precedence.
