In general, title to supplies and equipment that the non-federal entity purchases with FEMA assistance vests in the non-federal entity. The non-federal entity must use the supplies or equipment for the authorized program or activity purpose as long as is needed and in accordance with 2 CFR § 200.313 and 2 CFR § 200.314.
