Important Process Steps

  • Complete Application: Federal Emergency Management Agency (FEMA) will issue a Notice of Funding Opportunity (NOFO) on May 24, 2024. The NOFO opens the grant application period. All states, U.S. territories, federally recognized tribal governments, and communities with projects identified for funding in the NOFO must complete and submit an application/subapplication for their grant. The NOFO will contain all the detailed program information and other grant application requirements. 
  • Application Process: Local governments, including cities, townships, counties, special district governments, and tribal governments (including federally recognized tribes who choose to apply as subapplicants) that are identified in the NOFO are considered subapplicants and must submit subapplications to their state applicant agency. The funding awarded will be passed through the state/tribe (applicant) to the community (subapplicant). Applicants may apply for Recipient Management Costs of up to 10% of the total federal share of each project subaward to manage that specific project. If the applicant would like to apply for management costs, it must be deducted from the subrecipient’s Joint Explanatory Statement (JES) amount, up to 10% per subapplication. The recipient must report on the management costs per 2 Code of Federal Regulations 200 and the 2023 HMA Program and Policy Guide. Funding appropriated for one project may only be used for that project. Applicant requests for management costs must be submitted in a separate management costs subgrant application in FEMA’s grant application system. Remote management costs are 100% federally funded.
  • Period of Performance: The period of performance is 36 months from the date the award is made. Extensions may be provided on a case-by-case basis. 
  • Cost Share: The PDM program provides a 75% federal cost share and requires a 25% nonfederal cost share. Small, impoverished communities may be eligible for up to a 90% federal cost share. As defined in the NOFO, these communities are defined as having 3,000 or fewer individuals identified by the applicant as being economically disadvantaged, with residents having an average per capita annual income not exceeding 80% of the national per capita income. Tribal nations having the same characteristics as small, impoverished communities may also apply for the 90% federal cost share.
  • Anticipated Award Deadline: Awards will be made no later than Aug. 30, 2024. 
  • Hazard Mitigation Assistance Grant Requirements: FEMA cannot make awards until projects have been reviewed to ensure they meet all PDM program requirements. The subsequent list provides requirements as a quick reference:
    • Must have a FEMA-approved hazard mitigation plan.
    • Project must be cost effective, technically feasible, and effective at mitigating the risk of the hazards for which the project was designed.
    • Must comply with all applicable environmental planning and historic preservation (EHP) laws. No construction activities (including site preparation, utility installations, any groundbreaking activities) or equipment installations on existing structures may begin until the EHP review process is complete.
