When a disaster strikes, communities must often act quickly to protect life, public health or safety, and property. In such instances, going through a competitive procurement may be impractical and even worsen the potential threat. Recognizing that communities impacted by the Hawaii wildfires (DR-4724-HI) may face exigency or emergency (EE) circumstances when carrying out a FEMA award, FEMA’s Grant Programs Directorate (GPD) is offering trainings on the federal rules that allow for expedited procurement actions during circumstances that require immediate aid or action.
The Exigency or Emergency (E&E) Training educates recipients and subrecipients on the Federal procurement rules applicable when purchasing during public exigency or emergency circumstances. Participants will learn about noncompetitive procurements, also known as sole-source contracting, and the additional Federal procurement rules that apply.
This training is appropriate for FEMA award recipients and subrecipients, including state, local, tribal, and territorial government personnel; nonprofit organization staff; eligible private entities; and other non-Federal entities. This training is also appropriate for FEMA staff.
