My name is Robert Fenton, and I am the Region Nine Administrator of the Federal Emergency Management Agency (FEMA). My name is Michael Grimm, and I am the Assistant Administrator for Risk Management for the Federal Insurance and Mitigation Administration (FIMA). I would like to thank you for the opportunity to discuss how the Federal Emergency Management Agency (FEMA) and the National Flood Insurance Program (NFIP) oversee the National Flood Mapping Program (NFMP) and the production of flood hazard and flood risk information.

On October 5, 2018, the President signed the Disaster Recovery Reform Act (DRRA) into law. DRRA reforms acknowledge the expectation of a shared, whole community responsibility for disaster response and recovery, while readying the nation for catastrophic disasters.
The National Flood Insurance Program (NFIP) aims to educate the public about mudflow, including what it is, when it can occur and whether it’s covered by a flood insurance policy.

FEMA is beginning the process to update its Tribal Mitigation Planning Policy. This policy was last updated in 2017. The policy helps FEMA officials review tribal mitigation plans in a fair and consistent way. It also informs tribal governments about what the plans must include to receive FEMA approval. While the underlying regulations are not changing, this policy update will help keep the tribal policy current.
