F.1. Hazard Mitigation Assistance Efficiencies

FEMA accepts the engineering design for a project if a licensed professional engineer (or other design professional licensed by the state to practice in the discipline being certified by the individual) certifies that the design meets the appropriate code or industry design and construction standards. FEMA will accept the certified engineering design in lieu of the FEMA comprehensive technical feasibility review. For example, if a licensed professional engineer certifies that the design of a community safe room project meets or exceeds FEMA P-361 criteria for design and construction, FEMA will not perform a detailed design review to ensure compliance with the criteria.
