Funding Totals
NOFOs
The Shelter and Services Program (SSP) provides financial support to non-federal entities to provide humanitarian services to noncitizen migrants following their release from the Department of Homeland Security (DHS).
FEMA administers this program in partnership with U.S. Customs and Border Protection (CBP). The intent is to support CBP in the safe, orderly, and humane release of noncitizen migrants from short-term holding facilities.
Eligibility
In Fiscal Year (FY) 2024, there are two Shelter and Services Program funding opportunities for eligible applicants.
Allocated (SSP-A)
To be eligible for SSP-A, you must be one of the entities listed in the table in Section B of the FY24 Notice of Funding Opportunity (NOFO).
SSP-A will be awarded in two rounds:
- Round 1: April 12, 2024
- Round 2: Before the end of FY24
Deadline
Apply by Friday, April 26, 2024, at 3 p.m. ET.

Competitive (SSP-C)
To be eligible for SSP-C, you must be one of the entities that meets the criteria in Section C of the FY24 NOFO, which includes:
- Local governments
- Indian Tribes
- Nonprofit organizations
- U.S. states, Puerto Rico, District of Columbia
Deadline
Apply by Monday, June 17, 2024, at 3 p.m. ET.

From April through June, FEMA and CBP will host webinars to teach SSP-C 101, grants management 101 and SSP documentation.
How to Apply
Before You Apply
Before beginning an application in the FEMA Grants Outcomes (FEMA GO) system:
- Review the notice of funding opportunity.
- Register, update, or verify your account in the System for Award Management (SAM).
- As a part of the SAM registration, register, update, or verify a Unique Entity Identifier (UEI).
- Obtain an Employer Identification Number (EIN).
- Register your organization in FEMA GO and establish an Authorized Organizational Representative (AOR).
When You Apply
The registration process can take up to four weeks to complete. We recommend that you start the pre-application steps well before you submit an SSP application.

Total funding available for fiscal year 2024: $650 million*
SSP-A:
- Round 1: $275 million
- Round 2: $25 million
- Total: $300 million
SSP-C:
- Total: $340.9 million
*$9.1 million is for FEMA Management and Administration costs.
FY 2023
Total funding available for fiscal year 2023:
- Tranche 1: $291 million
- Tranche 2: $77.3 million
- Reserve Funding: $12.2 million
- Total: $363.8 million
