Are you an entrepreneurial analytics professional interested in using data to help the government prepare for, respond to, and recover from disasters? Region 9 of the Federal Emergency Management Agency (FEMA) will be hiring for several new analytics positions to strengthen the Region’s ability to tackle disaster-related challenges. Starting in late spring of 2022, Region 9 will begin accepting applications for nearly a dozen Oakland, CA-based positions. The analytics positions, which sit at both individual contributor and manager levels, include Geographic Information System (GIS) Specialist, Data Architect, Data Scientist, Data Programmer, Business Analyst, and Analytics Branch Chief. Members of this new analytics team will help shape the culture and vision of analytics within the Region and the agency at large.
While FEMA has traditionally had analytics functions at its headquarters as well as distributed across different divisions within the Region, the Region’s analytics team will consolidate analytics functions to centralize data systems, statistical methodologies, and best practices. Region 9, along with Region 3 – which supports Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia -- will serve as a pilot program in establishing an Analytics Branch at the regional level. If the Analytics Branch in the two regions demonstrates high impact and efficiency gain, the structure may be replicated in all ten FEMA regions across the country.
FEMA Region 9 has partnered with the General Services Administration’s Technology Transformation Services (TTS) to bring in private sector expertise to pave its analytics foundation. Kevin Luo and Andrea Levy, two fellows from TTS’s Presidential Innovation Fellowship (PIF) program, are bringing their experience as leaders building data analytics teams at their previous companies to help lay the foundation and create the vision for how Region 9 uses data management and analysis.
The Analytics Branch will work across Preparedness, Mitigation, Response, Recovery and other programs and offices within the Region, as well as with external partners such as private sector companies and other federal and state government agencies. The COVID-19 response demonstrated the life-saving value for Region 9 to coordinate data efforts both within the agency and with external partners. The Analytics Branch aims to strengthen and leverage these valuable partnerships formed in the past few years to reimagine the potential of data in helping the agency more effectively save lives during disasters and build more resilient communities.
