REGION 1 – The City of Lynn, Massachusetts will receive 1.234,894 from the Federal Emergency Management Agency (FEMA) for the costs incurred due to damage to the City’s Seaport Landing Marina as a result of a February 8-9, 2013, severe winter storm, snowstorm, and flooding event. This funding is a result of a partnership between FEMA and the Massachusetts Emergency Management Agency (MEMA).
The $1,234,894 grant represents the federal share of the total project cost of $1.6 million. The remainder will come from non-federal sources.
This grant is funded through FEMA’s Public Assistance Grant program which reimburses communities for actions taken in the immediate response and during recovery from a disaster. Eligible applicants include states, federally recognized tribal governments, U.S. territories, local governments, and certain private non-profit organizations. The grant applications are submitted from the state, which coordinates the process with local governments.
FEMA obligates funding for this project directly to the State. It is the State's responsibility to ensure that the eligible sub-recipient receives this award. Following the state's review process and upon receipt of appropriate documentation, they will provide funds to the sub-recipient on a reimbursable basis.
The City of Lynn is located in Essex County; other counties to receive a Presidential declaration include Barnstable, Berkshire, Bristol, Dukes, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester Counties. These counties received a Presidential declaration due to the extent of the damage caused by the severe winter storm, snowstorm, and flooding on February 8-9, 2013. To date FEMA has obligated more than $65.6 million to the Commonwealth of Massachusetts as a result of damages from that declaration, DR-4110-MA, under the Public Assistance program.
