FEMA’s Individuals and Households Program (IHP) provides money and direct services to eligible individuals and households affected by disaster who have uninsured or underinsured necessary expenses and serious needs.
Publication One (Pub 1) is our capstone doctrine. It helps us as Federal Emergency Management Agency (FEMA) employees understand our role in the emergency management community and provides direction for how we conduct ourselves and make decisions each day. The intent of our Pub 1 is to promote innovation, flexibility, and performance in achieving our mission. It promotes unity of purpose, guides professional judgment, and enables each of us to fulfill our responsibilities.
