Deputy Assistant Administrator (Acting), Field Operations

Thomas Connelly is currently serving as the Acting Deputy Assistant Administrator for the Field Operations Directorate (FOD), effective June 10, 2024. Since joining FEMA in 2013, Tom has served in a variety of high-leverage operational roles in FOD, Office of Response and Recovery (ORR), and Mission Support (MS). Most recently, Tom has served as Mission Support Chief of Staff where he was responsible for the development of MS policies, enhancement of MS disaster readiness, integration of a Customer Experience initiative throughout MS programs, and successfully coordinated critical resource requests across regions and MS programs. 

Prior to joining MS, Tom served as the Director of Policy and Doctrine for ORR and held leadership roles within FOD including Senior Advisor and Cadre Support Section Chief. Tom has supported disaster operations in the National Response Coordination Center during COVID-19 response, as well as in the field as a Division Supervisor. Tom holds a Bachelor of Arts in Political Science from Loyola University in Baltimore, MD as well as a Juris Doctorate and Master's of Business Administrator from Pepperdine University.
