The Nonprofit Security Grant Program (NSGP) provides funding support for facility hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist or other extremist attack. This document outlines key changes for the Fiscal Year (FY) 2023 NSGP.
FY 2023 NSGP Available Funding
The total amount of funding allocated for the NSGP increased from $250.15 million in FY 2022 to $305 million in FY 2023. Of the $305 million in FY 2023, $152.5 million is allocated to the NSGP-Urban Area (UA) program, and $152.5 million is allocated to the NSGP-State (S) program.
Management and Administration
NSGP-S and NSGP-UA Subaward Cap Maximum Award
States may no longer establish a cap on individual subawards that differs from the maximum award amount determined by FEMA. For FY 2023 for NSGP-UA and NSGP-S, nonprofit sub-applicants with one site may apply for up to $150,000 for that site. Nonprofit sub-applicants with multiple sites may apply for up to $150,000 per site for up to three sites, for a maximum of $450,000 per subapplicant per state and funding source. For example, a nonprofit organization with locations in multiple states may apply for up to three sites within each state, per funding source for a maximum of six sites per state (three under NSGP-S, and three under NSGP-UA if applicable).
Bonus Review Points
New Recipients
As in FY 2022, nonprofit organizations that have not previously received NSGP funding will have 15 points added to their project score.
Underserved Communities
To advance considerations of equity in awarding NSGP grant funding, FEMA will add up to 15 additional points to the scores of organizations that demonstrate how they serve an underserved community or population or that are located within an underserved community. FEMA will use the Centers for Disease Control and Prevention’s Social Vulnerability Index (SVI) tool to determine each sub-applicant’s social vulnerability ranking. FEMA will add 10 points to applications from organizations in communities, or demonstrate that they serve communities, with a “High” SVI ranking (.60 - .79) and 15 points to applications from organizations in communities, or demonstrate that they serve communities, with a “Very High” SVI ranking (.80 – 1.0).
