Event Details

FEMA published the Public Assistance Mitigation Cost Share Incentives (PAMCSI) Policy which outlines new opportunities for communities to undertake voluntary activities to invest in mitigation and adopt the latest building and energy conservation codes to build resilience.  The policy provides up to a 10% increase to the federal cost share for these projects.

States, Tribal Nations, territories and certain private nonprofits with a major disaster declared on or after Sept, 26, 2024, may receive a higher federal cost share, with a maximum of 85%, if the following conditions are met:

  • Applicants who complete an eligible Hazard Mitigation Proposal for a Public Assistance-funded permanent project whose mitigation activities are equal to or greater than 20% of the total eligible costs of the project may receive a 5% cost share increase. The new total project cost share will be 80%.
  • Applicants who complete an eligible Hazard Mitigation Proposal for a Public Assistance-funded permanent project whose mitigation activities are equal to or greater than 20% of the total eligible costs of the project and have adopted current relevant consensus-based codes, specifications and standards may receive a 10% cost share increase. The new total project cost share will be 85%.

FEMA will accept public comments on the policy for 120 days via the Federal eRulemaking Portal (link below). Through the implementation of the interim policy, FEMA will help make communities less vulnerable to the loss of life and property from future disasters and build a stronger nation by enhancing disaster readiness and resilience.
