INITIAL PUBLIC NOTICE: 565 Fuel Reduction Project, City of Chino Hills, California | LPDM-PJ-09-CA-2022-001

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Legislative Pre-Disaster Mitigation (LPDM) Program to the City of Chino Hills (City), California, to perform hazardous fuels reduction activities in open space areas of the City. The proposed action would mitigate risks to human life and property from fire by removing vegetative fuels in proximity to at-risk structures. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.

The purpose of the proposed action is to reduce fire hazards. The proposed action consists of the following: 1) removing vegetative fuels, including litter, duff, and woody debris that lie on the soil surface, as well as standing grasses, forbs, and shrubs identified as a fire hazard; 2) removing hazardous trees identified during the tree assessment and removing ladder fuels; 3) creating a defensible space adjacent to homes and structures through weed and vegetation abatement.

The project area is in the 100-year floodplain as depicted on the FEMA Flood Insurance Rate Map (FIRM) Numbers 06071C9325H, 06071C8600H, and 06071C9330H, effective date August 28, 2008. The FIRM shows that the project area lies within Zone D, an area that potentially has moderate to high risk of flooding, but where the probability has not been determined. Based on review of topographic mapping and aerial photography of the project area, hilly topography with natural drainage channelization appears to be present indicating the project area is in a floodplain.
