INITIAL PUBLIC NOTICE: South Tahoe Public Utilities District Secondary Clarifiers Seismic Retrofit Project (Phase 2), El Dorado County, California | HMGP 4558-071-087

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide Federal financial assistance under the Hazard Mitigation Grant Program to the South Tahoe Public Utilities District (District) in El Dorado County, California to improve the seismic resiliency of two secondary clarifiers within its Wastewater Treatment Plant. Pursuant to Executive Order 11988 (Floodplain Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.

The purpose of the proposed action is to stabilize two existing secondary clarifiers at the District’s Wastewater Treatment Plant at 1275 Meadow Crest Drive in the City of South Lake Tahoe and to minimize downtime of the facility following an earthquake event. Stabilization would require seismic repairs to the interior and exterior concrete structural walls and/or the center columns of the clarifiers. A thickened concrete ring will be placed on the interior and exterior sides of secondary clarifier No. 1. Existing sand fill and PVC lines will be removed from between the interior and exterior sides of secondary clarifier No. 2, which will be filled with low-density cellular concrete fill. These measures will produce a resisting vertical load for each clarifier such that the existing construction would be sufficient for resisting seismic loads. All work, including staging, will be performed within the existing boundaries of the Wastewater Treatment Plant.

The project is in a Special Flood Hazard Area as depicted on the FEMA Flood Insurance Rate Map (FIRM) Number 06023C0687F, effective date April 3, 2012. The FIRM shows that the project area lies within Zone AE, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have been established.
