INITIAL PUBLIC NOTICE: City of Redding Pump House 1 – Generator, Shasta County, California | HMGP-4382-149-27F

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to grant federal financial assistance under the Hazard Mitigation Grant Program to the City of Redding in Shasta County, California, to install a new backup generator at Pump House No. 1 adjacent to the Sacramento River. The proposed action would mitigate impacts from utility disruption due to a natural hazard by providing a redundant power supply to ensure reliable operation at this critical facility. Pursuant to Executive Order 11988 (Floodplain Management), Executive Order 11990 (Wetlands Management), and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain and wetland.

The purpose of the proposed action is to continue critical services in the event of a power outage. The proposed action consists of installation of a new backup generator with an automatic transfer switch, conduit, and fencing. Two new cast-in-place concrete pads would be installed, one measuring approximately 12 feet by 38 feet to support the new generator and the other measuring 4 feet by 4 feet to support the new automatic transfer switch. Earthwork for the aggregate subbase would occur in the existing paved area east of Pump House No. 1. Minor trenching (50 feet) of the paved Sacramento River Trail would be required to install the conduit between the proposed generator with the City’s existing switchgear.

The project area is in both the 500-year floodplain and 100-year floodplain as depicted on the FEMA’s Flood Insurance Rate Map (FIRM) Number 06089C1535G, effective date March 17, 2011. The FIRM shows that the project area lies within shaded Zone X, an area with a 0.2 percent annual chance of a flood hazard; Zone AE, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have been established and is in a regulatory floodway. The U.S. Fish and Wildlife Service National Wetlands Inventory map shows a freshwater forested/shrub wetland within the project area.
