INITIAL PUBLIC NOTICE: Oceana Marin Treatment and Storage Ponds Repair Project, Marin County, California │ HMGP-4344-608-24

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Hazard Mitigation Grant Program (HMGP) to the North Marin Water District (NMWD) to retrofit and stabilize the Oceana Marin treatment and storage pond berms and influent force main supports to mitigate erosion or collapse during a storm, flood, or seismic event. The treatment and storage ponds are located within a 4-acre fenced enclosure at the top of a hill in Dillon Beach in Marin County, California.

The project includes draining the treatment and storage ponds, clearing and grubbing the existing bank vegetation, regrading and preparing soils, re-grading the berms, placing stabilizing geotextile fabric over the top 10 feet of the berms, and placing riprap over the fabric on the upper 10 feet of the berms. Pursuant to Executive Order 11990 (Wetlands Management) and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a wetland.

The U.S. Fish and Wildlife Service National Wetlands Inventory Wetlands Mapper identifies a 1.07-acre freshwater emergent wetland adjacent to the northern edge of the Oceana Marin treatment ponds that is within the project work area The treatment and storage ponds within the project area are excluded from the definition of Waters of the U.S. in accordance with 40 CFR § 230.3 (s)(7).
