INITIAL PUBLIC NOTICE: Kennefick Road, San Joaquin County │ HMGP-4308-109-09
The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) intends to provide federal financial assistance under the Hazard Mitigation Grant Program to San Joaquin County to improve stormwater management along Kennefick Road. Pursuant to Executive Order 11988 (Floodplain Management), Executive Order 11990 (Protection of Wetlands), and FEMA’s implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides interested parties with a notice of its intent to carry out an action affecting a floodplain.
The project site is in a floodplain. The project area is depicted on the Flood Insurance Rate Map (FIRM) Number 06077C0180G, effective date October 20, 2016. The FIRM shows that the project area lies within Zone AE, an area that has a 1-percent probability of flooding every year and where predicted floodwater elevations have not been established.
The project site is in R4SBC (Riverine, Intermittent, Streambed, Seasonally Flooded) and PEM1Ah (Palustrine, Emergent, Persistent, Temporarily Flooded, Diked/Impounded) wetlands, based on a search of the National Wetlands Inventory website.
The proposed action consists of improving an approximately 300-foot section of Kennefick Road. San Joaquin County proposes to increase the culvert capacity and raise the height of Kennefick Road to reduce the potential for future flooding along an approximately 300-foot portion of the roadway. The components of the drainage improvements beneath the road are three reinforced concrete box culverts, a cutoff wall and headwall at either end, and four wingwalls. Riprap would be installed to prevent erosion and scouring. Staging of equipment and materials would occur north of the improvement area in an area either west or east of Kennefick Road. A map of the project area and its location within the floodplain and wetlands is available for public inspection.
