Federal Disaster Declaration Fact Sheet

On August 10, 2023, President Joseph R. Biden Jr., granted a Major Disaster Declaration for the State of Hawaii triggering the release of Federal funds to help individuals and communities recover from Wildfires that occurred August 8, 2023, and continuing. This disaster declaration has been amended as indicated below in bold. Details of the disaster declaration and assistance programs are as follows: 

Declaration Number: FEMA-4724-DR

Incident: Wildfires

Incident Period: August 8, 2023, and continuing.

Federal Coordinating Officer: Timothy B. Manner (National FCO Program)

Individual Assistance (IA): (Assistance to individuals and households):

IA-Designated Counties: Maui County.

 

Public Assistance (PA): (Assistance for emergency work and the repair or replacement of disaster-damaged facilities)

 

PA-Designated Counties: Maui County for debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program. 

 

Hawaii County for emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program.

Under the President's order, federal funds for debris removal and emergency protective measures have been increased to 100 percent of the total eligible costs for a continuous 30-day period of the State’s choosing within the first 120 days of the incident period.

 

Maui County for permanent work [Categories C-G] (already designated for assistance for debris removal and emergency protective measures [Categories A and B], including direct federal assistance, under the Public Assistance program).

 

Under the President's order, the federal share for Public Assistance has been increased to 90 percent of total eligible costs, except assistance previously approved at 100 percent.

 

Hazard Mitigation (HM): (Assistance for actions taken to prevent or reduce long term risk to life and property from natural hazards):

 

HM-Designated Areas: All areas in the State of Hawaii are eligible to apply for assistance under the Hazard Mitigation Grant Program.

 

OTHER: Additional designations may be made at a later date if requested by the State and warranted by the results of further assessments.
