Project Description

Santa Rosa Island Authority proposes a flood mitigation project to protect 10 single-family homes located within Special Flood Hazard Areas (SFHA) that have 31 repetitive loss and severe repetitive loss claims between the properties. The finished floor elevations are below the Base Flood Elevation (BFE) and are at imminent risk of reoccurring flooding. The proposal is to elevate all 10 structures on an open foundation with the lowest part of the lowest horizontal cross members at least three feet above the BFE, per local floodplain regulations.

This project includes building and site preparation activities, the disconnection of utilities, construction of ways to enter and exit the elevated living spaces and ensuring electrical and mechanical equipment outside the structure be raised to meet local building requirements and guidelines. For homes in a Coastal Zone, as surrounded by the Limit of Moderate Wave Action (LiMWA) on the Flood Insurance Rate Map, the foundation system shall be designed to account for wave action, debris impact, erosion and local scour per the Florida Building Code requirements and protect the homes against a 100-year storm event.

The LiMWA marks the inland limit of the Coastal A Zone— the part of the coastal high-risk area referenced by building codes and standards where wave heights can be between 1.5 and 3 feet during a base flood event.
