On January 29, 2013, President Obama signed into law the Sandy Recovery Improvement Act (SRIA) of 2013 (P.L. 113-2). This law amends Title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) (Stafford Act). Specifically, the law adds Section 428, which authorizes alternative procedures for the Public Assistance (PA) Program under sections 403(a)(3)(A), 406, 407 and 502(a)(5) of the Stafford Act. It also authorizes the Federal Emergency Management Agency (FEMA) to implement the alternative procedures through a pilot program.

This SOP was archived on August 29, 2019 upon release of Version 4 of the Public Assistance Alternative Procedures for Permanent Work Pilot Policy.

PAAP Pilot Policy for Direct Administrative Costs (Version 1.1) – ARCHIVED

The DAC Pilot formally ended on October 5, 2018. Version 1.1 of the policy was published on June 12, 2018. It was applicable to incidents declared from August 25, 2017 through October 4, 2018. It was archived on October 5, 2018 upon the discontinuation of the pilot.

PAAP Permanent Work Cost Estimate Validation Job Aid (2013) - ARCHIVED

This job aid was superseded by the Public Assistance Reasonable Cost Evaluation Job Aid published on October 13, 2018 which is located on the PA Fact Sheets page at www.fema.gov/media-library/assets/documents/90743.

PAAP Pilot Policy for Direct Administrative Costs (Version 1) - ARCHIVED

The DAC Pilot formally ended on October 5, 2018. Version 1 of the policy was published on October 25, 2017. It was applicable to incidents declared from August 25, 2017 through June 11, 2017. This version has been archived and was superseded by Version 1.1 published on June 12, 2018 and applicable to incidents declared from June 12, 2018 through October 4, 2018.
