Regional Administrator

Fred Doucette was sworn in as the Regional Administrator for FEMA Region 1 on March 10, 2025, overseeing Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and ten federally recognized Tribal Nations. He is a seasoned professional with a career spanning military service, firefighting, and public office.

Fred grew up in Massachusetts and served as a United States Navy Corpsman; he is a lifetime member of the New Hampshire Veterans’ Association. His military service laid the groundwork for a long and distinguished career as a dedicated public servant. Following this service, Fred held several key roles, including firefighter, paramedic, and Station Commander for the Town of Salem, New Hampshire. Before retiring from firefighting, Fred also served as a Tactical Paramedic for the Special Operations Unit of Southern New Hampshire and as President of the International Association of Firefighters Local 2892. His leadership in emergency response and community resilience has been essential in protecting lives and property.

Fred’s dedication to public service led him to serve six terms in the New Hampshire House of Representatives, representing District Eight. As Assistant Majority Leader and Speaker Pro Tempore, he worked on the Ways and Means Committee and the Labor, Industrial and Rehabilitation Services Committee. 

A lifelong learner, Fred has sought education at institutions including the Northern Essex Community College, University of Virginia Darden School of Business, the United States Fire Administration National Fire Academy, and the New Mexico Tech/Energetic Material Research and Testing Center (EMRTC).
