Director, DHS Continuity Division

Andy Couch serves as the Director, DHS Continuity Division in FEMA’s Office of National Continuity Programs (ONCP), where he oversees the coordination and implementation of DHS Headquarters and component continuity programs. Mr. Couch joined FEMA in June 2016 as the inaugural director of the ONCP’s Continuity Implementation Division (CID). He led CID in its mission to assess and coordinate the integration, implementation, and execution of continuity programs of Federal executive branch departments and agencies, as well as FEMA’s own internal continuity programs. From January to June 2024, Andy served as Acting Deputy Associate Administrator for ONCP.  In this role, he assisted the Associate Administrator by providing leadership and direction to ONCP divisions and the Mount Weather Emergency Operations Center across the broad spectrum of agency, departmental, federal executive branch, and non-federal government continuity and public alert and warning responsibilities. 

Andy came to FEMA from the private sector where, over the 10 years following his retirement from the U.S. Army, he helped shape some of the most sensitive continuity programs in the federal government. While on active duty, Andy held a variety of command and staff positions, including Deputy Chief Information Officer, Headquarters Department of the Army G-1; Commander, 2nd Presidential Communications Command, White House Communications Agency; and Operations Officer (S3), 7th Signal Brigade. 

Andy has a Bachelor of Science degree in Computer Science from the University of Kentucky and a Master of Science degree in Systems Technology from the Naval Postgraduate School. He is also a certified SCUBA diver and licensed amateur radio operator.
