FEMA will host a virtual tribal consultation with Tribal Nations to discuss the update of the Tribal Mitigation Plan Review Guide (2017), which interprets and explains the Mitigation Planning regulation at 44 Code of Federal Regulations (CFR) Part 201 and describes the requirements for developing and updating tribal mitigation plans. Mitigation Planning helps tribes understand risks from natural hazards and develop long-term strategies to reduce the impacts of hazards on people, property, and the environment. A FEMA-approved mitigation plan is also a condition for receiving certain types of non-emergency funding.

The purpose of government-to-government tribal consultations is to gather Tribal Nations’ feedback on how to improve the tribal mitigation planning process across Indian Country.

During the consultation, FEMA will be prioritizing comments from Tribal leaders and representatives of Tribal Nations.

Written comments in response to the tribal consultation are due by December 15, 2023, and may be submitted to fema-tribal@fema.dhs.gov. Please include the subject line “Tribal Mitigation Planning Guidance – Written Comments.”
The tribal consultation will be held in-person at the 2023 National Congress of American Indians (NCAI) Annual Convention and Marketplace. The consultation will take place at the Ernest N. Morial Convention Center, 900 Convention Center Blvd. (Room 252), New Orleans, LA 70130.
