The Emergency Management Baseline Assessment Grant Program (EMBAG) supports national level standards related to emergency management program accreditation or professional certification that have also been accredited by a national level accreditation body for standards, like the American National Standards Institute (ANSI).
The intended intervention for the EMBAG is to support national level standards for emergency management and assessments of emergency management programs and professionals using these standards to increase the number of emergency management programs and professionals that are accredited or certified as qualified to manage incidents. The assumption underlying this intervention is that national level standards for emergency management positively influence outcomes for community and national preparedness.
EMBAG Logic Model
The EMBAG program office uses the EMBAG Logic Model (see image above) to visually describe the intervention for the EMBAG program and how inputs of grant funding are used to achieve the short, mid, and long-term outcomes targeted by the grant through activities and outputs.
These outcomes, in grey, include accreditation and certification, having accredited and certified programs and professionals before an incident, and increased community capability to manage disasters.
Performance Metrics
The performance of the EMBAG is measured against the intended program outcomes.
The FY 2021 EMBAG Notice of Funding Opportunity identifies the following performance metrics.
Metric 1
Percent of jurisdiction emergency management programs participating in assessments supported by the FY 2021 EMBAG that achieve national-level accreditation.
Metric 2
Percent of emergency management professionals with certification supported by the FY 2021 EMBAG that achieve national-level certification.
Metric 3
Percent of jurisdiction emergency management programs supported by the FY 2021 EMBAG that reported one or more aspects of their emergency management program improved as a result of the accreditation process and other support (training and assessments) received through the EMBAG.
Metric 4
Percent of professionals supported by the FY 2021 EMBAG that reported one or more aspects of their competence to manage an emergency management program improved as a part of the certification process and other support (training and assessments) received through the EMBAG.
