재난이 선언되는 방식
Robert T. Stafford 재난 구호 및 긴급 지원법(Disaster Relief and Emergency Assistance Act) 은 부분적으로 다음과 같이 명시합니다: “대통령이 중대 재난이 발생하였음을 선언하도록 하는 모든 요청은 영향을 받은 주 또는 영토의 주지사 또는 부족 지도자가 해야 한다.”
