All potential Transportation Service Providers (TSPs) must follow this application process every program year.

To be considered for the 2025 Tender of Service Program Year, all onboarding documentation should be successfully submitted by March 28, 2025.

FEMA Standard Tender of Service (FEMA STOS)

The FEMA Standard Tender of Service (FEMA STOS) provides the terms and conditions for transportation and related services for Freight of All Kinds (FAK) for shipments moved by truck, rail, air, water, or a combination of these modes for FEMA. Additionally, it outlines requirements to be a part of the program and conditions that must be met to remain eligible. It applies to all tenders filed with FEMA. To become a FEMA-approved Transportation Service Provider (TSP) qualified to participate in providing freight transportation services, it is important to understand and carefully follow the contents of this document.

FEMA Uniform Rules Tariff (FEMA URT)

The FEMA Uniform Rules Tariff (FEMA URT) outlines the business rules and accessorial charges applicable to Transportation Service Providers (TSPs) providing transportation and logistics services for FEMA. The rules and accessorial charges contained in this publication will govern all costs and supersede any other URT documents for any transportation services provided to FEMA.

STOS onboarding opens for ALL TSPs interested in applying for the 2025 STOS Program year.

REMINDER: ALL TSPs must apply annually.

Feb. 21, 2025 Deadline to receive TSP Registration Forms and LSCMS Access Control Forms (step 4 outlined above) for TSPs who did not participate in the 2024 FEMA STOS program
March 28, 2025 Onboarding closes for the 2025 STOS Program Year
May 13 & 14, 2025 Transportation Procurement training on how to submit rates during the Rate Filing Cycle
May 30 - June 13, 2025 Rate Filing Cycle for all TSPs approved to provide Motor Freight services (TL, LTL, and TTHU services)
June 30, 2025 2024 STOS Program ends, and all TSPs not approved for the 2025 Program year are deactivated
July 1, 2025 2025 STOS Program Year begins
