Director, Interagency Coordination Division

Grace Lee leads the Interagency Coordination Division (ICD) within the Recovery Directorate. ICD coordinates between federal agencies and other entities in delivering post-incident recovery services to impacted communities and supports the Interagency Recovery Coordination (IRC) process during recovery operations. This division steers development and implementation of the National Disaster Recovery Framework (NDRF) by convening and supporting the interagency Recovery Support Function Leadership Group (RSFLG). The RSFLG is an interagency policy body charged with coordinating recovery efforts across the Federal Government.  Prior to joining FEMA, Grace served as the Deputy Director of DHS Program Analysis and Evaluation (PA&E) and supported DHS leadership decision-making across the multi-year resource allocation of the Department’s annual $100 billion budget; integration of the Planning, Programming, Budgeting, Execution framework; implementation of the Foundations for Evidence-Based Policymaking Act of 2018; and oversight of the Government Performance and Results Modernization Act of 2010. Ms. Lee also served as the Interagency Policy Advisor for Operation Allies Welcome – a whole-of-nation effort to support Afghan evacuation and resettlement. Prior to this deployment, she served as the Senior Advisor to the acting DHS Chief Financial Officer (CFO) during transition of Administrations. Ms. Lee began her federal career as a Presidential Management Fellow and has served in several leadership positions including Assistant Director for both the PA&E Integration and Resource teams. She also served on multiple details, such as with US Border Patrol Operations, the State Department’s Bureau of Conflict Stabilization Operations, and as the Senior Liaison for the Homeland Security Investigations’ Innovation Lab. Prior to joining DHS, Ms. Lee served in legislative and evaluation fellowships in support of international policies and deployed to Uganda to support programs aimed at strengthening the justice system.
