National Incident Management Assistance Team Leader (White)

Gerard Michael Stolar is the Team Leader for National Incident Management Assistance Team (N-IMAT) White, for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA). N-IMAT White is based in Denton, Texas. 

Gerry leads an expert team of emergency response officials and serves as the personal representative of the President and Secretary for Department of Homeland Security during catastrophic disasters and emergency declarations. Gerry joined FEMA in July 2008 after serving for 27 years in the United States Marines Corps. 

Before joining N-IMAT White Gerry served as Federal Coordinating Officer on 17 presidentially declared disasters and Deputy FCO for the COVID-19 pandemic. In this capacity Gerry orchestrated all Federal resources and programs to support state and tribal governors and their representatives during periods of crisis. 

Special assignments with FEMA included Branch Director in southeast Texas in 2008 after Hurricane Ike, Deputy Director of Support Services at FEMA’s Louisiana Recovery Office in 2012, Acting Mission Support Division Director at FEMA Region 6 in 2014, Branch Director in Texas in 2017 following Hurricane Harvey. Gerry deployed to Louisiana in 2020 to support the state’s recovery from Hurricanes Laura and Delta and served as FEMA liaison to the Mayor of New Orleans during Hurricane Ida in 2021. In 2022 Gerry deployed to New Mexico where he served as FCO following historic wildfires and monsoon rains. Gerry was also designated FCO for a winter storm that occurred in Texas during January 2023. 

Gerry is a Distinguished Graduate with a master’s degree in military science from the U.S. Marine Corps Command and Staff College and has a Bachelor of Arts degree in Psychology from Allegheny College.
