The Regional Advisory Council (RAC) advises the FEMA Regional Administrator on emergency management issues specific to the region. The RAC advises on any weaknesses or deficiencies in preparedness, prevention, protection, response, recovery, and mitigation within the region’s area of responsibility that should be addressed. The RAC members develop and prioritize recommendations or initiatives that enhance preparedness, prevention, protection, response, recovery, and mitigation.
