Specialists at the intake centers can also help survivors follow up on their FEMA applications and provide referrals to community, state and federal agencies for additional resources. No appointment is needed to visit any center. The Kern County locations are: U.S. Forest Service 7158 Lake Isabella Boulevard Lake Isabella, CA  93240 HOURS:  08:00 A.M. – 6:00 P.M. DAILY   Human Services Building 115 Central Valley Highway Shafter, CA  93250 HOURS: 8:00 – 4:00 P.M. MON-FRI. Residents don’t have to visit an intake center to apply for FEMA assistance. They can apply to FEMA at DisasterAssistance.gov [http://www.DisasterAssistance.gov], use the FEMA mobile app or call the FEMA HELPLINE AT 800-621-3362. (Helpline operators are available from 4 A.M.
