FISCAL YEAR 2022 PRESIDENTIAL RESIDENCE PROTECTION ASSISTANCE GRANT [https://www.fema.gov/fact-sheet/fiscal-year-2022-presidential-residence-protection-assistance-grant] OVERVIEW The FY 2022 Presidential Residence Protection Assistance (PRPA) Grant provides federal funds to reimburse state and local law enforcement and emergency management agencies for extraordinary law enforcement or other emergency personnel costs incurred while protecting any non-governmental residence of the President of the United States that is designated or identified to be secured by the United States Secret Service (USSS) in accordance with section 528 of the Department of Homeland Security Appropriations Act, 2022, which states in part: > SEC. 528. (a) For an additional amount for “Federal Emergency > Management Agency—Federal Assistance”, $3,000,000, to remain > available until September 30, 2023, exclusively for providing > reimbursement of extraordinary law enforcement or other emergency > personnel costs for protection activities directly and demonstrably > associated with any residence of the President that is designated or > identified to be secured by the United States Secret Service. ELIGIBILITY Eligible applicants are limited to state and local law enforcement and emergency management agencies, either directly or through the State Administrative Agency, that conduct protection activities associated with any non-governmental residence of the President designated or identified to be secured by the USSS. For FY 2022, the only state with qualifying residences is Delaware. APPLICATION PROCESS Applying for an award under the PRPA Grant is a multi-step process. Applicants are encouraged to register early in the various grants systems (e.g., grants.gov, ND Grants, System for Award Management) as the registration process can take four weeks or more to complete. Registration should be done in sufficient time to ensure it does not impact your ability to meet required submission deadlines. Please refer to Section D in the FY 2022 PRPA Grant funding notice for detailed information and instructions on system and registration requirements. Eligible applicants should submit their initial application at least one week prior to the 5 p.m. ET, December 30, 2022, application deadline through the grants.gov portal at www.grants.gov [http://www.grants.gov/]. Applicants needing grants.gov support should contact the grants.gov customer support hotline at (800) 518-4726. This resource is available 24 hours per day, seven days per week, except on federal holidays. Eligible applicants will be notified by FEMA that their application was processed in grants.gov, and asked to proceed with submitting their complete application package in the Non-Disaster (ND) Grants System [https://portal.fema.gov/] by the application deadline. COMPLETED APPLICATIONS MUST BE SUBMITTED NO LATER THAN 5 P.M. ET ON DECEMBER 30, 2022. As noted in the Eligibility Section above, the State Administrative Agency may apply on behalf of one or more eligible state or local law enforcement or emergency management agency. If the state submits an application on behalf of any agency, those agencies covered under the state’s application cannot also apply directly to FEMA for funding under this grant program. Documentation supporting reimbursement requests must be submitted as an attachment in the ND Grants system. All four categories of documentation (Investment Narrative, Detailed Budget Spreadsheet, Disclosure of Pending Applications or Open Awards, and Certifications) are required in order to receive reimbursement. Information contained in these documents will be used to evaluate allowable costs and final award amounts. FUNDING SELECTION CRITERIA FEMA will review each application and determine the level of reimbursement based on: * The information provided in response to the requirements set forth in the FY 2022 PRPA Grant funding notice; and * Available funding relative to reimbursement requests submitted by all applicants. Applicants that identify other sources of reimbursement (e.g., U.S. Department of Justice financial assistance, direct appropriation) for costs incurred protecting the President’s designated residences may not be reimbursed at all or may not be reimbursed at the same level as other applicants. The following criteria will be used to determine whether claimed costs are allowable for reimbursement: * Were the costs incurred for operational or backfill overtime? * Were the costs incurred extraordinary – meaning costs over and above normally planned/budgeted expenditures of the law enforcement agency - and cumulatively present a financial burden on the law enforcement agency? * Were the costs incurred directly attributable to the protection and security of a non-governmental residence of the President designated or identified by the Secret Service? * Were the costs incurred a result of an official request by the director of the Secret Service pursuant to section 3 or section 4 of the Presidential Protection Assistance Act of 1976 (Pub. L. No. 94-524)? * Does the applicant have any pending applications or open awards for federally funded grants or cooperative agreements that include requests for funding to support the same Investment Narrative being proposed in the application under this program and would cover any identical cost items outlined in the budget submitted to FEMA as part of the application under the FY 2022 PRPA Grant? * Has the applicant been approved for overtime requests for the purposes outlined in the FY 2022 PRPA funding notice through any open FEMA grant award? ALLOCATION PRIORITIES PRIORITY 1: Priority for allocation of funding will be to law enforcement and emergency management agencies that incurred extraordinary law enforcement operational overtime costs while the President or First Lady were at the designated residence. PRIORITY 2: Additional funding may be allocated for extraordinary law enforcement or other emergency personnel operational overtime costs associated with transportation of the President or First Lady to and from the designated residence within the state. PRIORITY 3: Remaining funding may be provided on a pro-rata basis for reimbursement of extraordinary law enforcement operational overtime costs incurred by law enforcement or emergency management agencies for maintaining the security of the designated residences in the absence of the President or First Lady.
