This document addresses key changes related to the amended Shelter and
Services Program – Allocated (SSP-A) Notice of Funding Opportunity
(NOFO). Applicants should refer to the amended SSP-A NOFO for full
details and application requirements. 

ADVANCED PAYMENTS 

The Federal Emergency Management Agency (FEMA) updated expenditure
parameters on advanced funding request after releasing the FY 2024
SSP-A and SSP – Competitive NOFOs. Recipients may now expend
advanced payments within 90 days, as opposed to the previous 30-day
window.  

LEASING ALLOWABILITY

FEMA clarified that rental costs and leases are allowable under the FY
2024 SSP-A NOFO. SSP-A recipients’ leased property can be reimbursed
(as allocable) for any primary or secondary service.
