A city with a history of storms proposes drainage improvements to prevent flooding and reduce threats to public health.

Project Description
Harlingen is a large city in South Texas that floods due to its proximity to the Gulf of Mexico. The city experienced 500-year storm events in 2018 and 2019 and has been hit by many hurricanes over the last decade. In accordance with Harlingen’s 2008 Comprehensive Drainage Plan, the city proposes a project to increase the capacity of storm sewer lines in two locations: Adam’s Crossing Subdivision and Fair Park Boulevard. Fair Park Boulevard runs through an area with commercial and public buildings.
The project involves removing existing concrete pipe and replacing it with upgraded concrete pipe. Pipe will also be added in certain areas. Increasing the size of the drainage pipes will allow water to drain streets and neighborhoods more quickly. This will reduce risks to public health from standing, polluted water, and will reduce flooding and related damage from severe weather events.
