Constance C. Johnson-Cage is a Federal Coordinating Officer (FCO) with FEMA’s Field Leadership Cadre. She has the roles and responsibilities as the Lead Field Coordinator (LFC) for FEMA Region 7 headquarters in Kansas City, Missouri.
Since joining FEMA in January 2017, Ms. Johnson-Cage has supported over 20 Presidential major disasters across the Nation, including appointment as the FCO in support of the 2019 historic floods in the state of Nebraska. As a result of her outstanding leadership, she was bestowed by the Governor the State’s highest civic honor “The Nebraska Admiral” medal. At the onset of the federal coordination of COVID Vaccinations efforts in 2021, she was tapped as one of the FEMA leaders for the Department of Homeland Security (DHS) Operation Vaccinate Our Workforce (OVOW). She also spearheaded the Region’s COVID-19 efforts in support of the state of Kansas.
In addition to her impressive career in servant leadership, Ms. Johnson-Cage is a Colonel in the United States Air Force. With over 35 years of military service, she has served at the Headquarters Air Force level, as a commander in the Air National Guard and Air Force Reserve, as well as in other senior leadership positions. She is currently assigned to the Pentagon as the Individual Mobilization Augmentee to the Director of Personnel, Office of the Air Force Reserve. In this role, she assists in the oversight of Total Force policy development and guidance, prepares drafts for legislative initiatives and congressional testimony, and facilitates the integration of personnel policies within the Air Force and across the Department of Defense.
Ms. Johnson-Cage was born in Muskogee, Oklahoma. She comes from a family of servant-leaders, all of whom are actively involved in their communities. Ms. Johnson-Cage continues her family's military legacy spanning 3 generations in her role in the United States Air Force.
She is a Cum Laude graduate of Park University with a Bachelor of Arts degree in Management, and she earned her Master of Science degree in Management from Baker University. Ms. Johnson-Cage is a graduate of the Air Command and Staff College and Air War College, both at Maxwell AFB, Alabama. She graduated from the Academy of Military Science and was commissioned as a 2nd Lieutenant on August 4, 1994.
